Currently, writes/edits/git operations require agents to state intent before acting. Standing governance question: when should this loosen to autonomy-first, once skills and workflows are proven?

Questions to resolve

  • What criteria determine that skills/workflows are "proven" enough to loosen?
  • What categories of action remain HITL regardless?
  • What does autonomy-first mode look like in practice — which rules change?
  • How is this configured — per-project, per-agent, or globally?

A design note or ADR update. Not an immediate build task.
