Scope

Extend tests/test-governance-layer.sh to add structural checks:

.pre-commit-config.yaml present with gitleaks hook configured
Pre-commit framework installed
Plugin validation passes strict mode

Context

Current checks verify governance files exist but not that controls are enforced. The test suite can pass while the enforcement layer is broken.
