Claude Code's (and Copilot's) native plugin installer has zero awareness of .apm/ nesting -- it convention-scans only flat skills/, agents/, commands/, hooks.json at each plugin's root. Confirmed via strings on the installed claude binary and live installs of git@holocron/gitea@holocron/kyberforge@ holocron, all reporting Skills(0) Agents(0) Hooks(0) post ADR-0015's apm conversion. Root cause (apm_cli/core/plugin_manifest.py): apm's plugin.json compiler deliberately strips skills/agents/commands keys, assuming the host already auto-discovers those convention directories -- it has no model of .apm/ being host-visible at all. Separately, apm's own bundle exporter (apm_cli/bundle/plugin_exporter.py, behind `apm pack --format plugin`) implements the correct .apm/ -> flat mapping, but only ever targeted build/<name>-<version>/, a path nothing in marketplace.json's source: points at. scripts/sync-plugin-content.sh wraps that bundle exporter and copies its agents/, skills/, commands/, instructions/, extensions/, and merged hooks.json back into each plugin's own root as a second tracked compiled-output category -- same governance status as .claude-plugin/plugin.json: generated from .apm/, never hand-edited. tests/ subdirectories are excluded from the mirror (dev fixtures, not host-visible runtime content; several hardcode a relative repo-root walk-up sized for the .apm/-nested depth, which breaks when duplicated one level shallower). Applied for real across all 6 plugins and verified two ways: `claude plugin validate --strict` passes on every real plugin directory, and a live `claude --plugin-dir <path> -p "list skills/agents"` behavioral test confirms content is now actually discovered. Also, from the same issue #90 review round: - scripts/check-manifests.sh pointed at each plugin's root-level plugin.json (checking skills/hooks/mcpServers/agents pointer fields) -- that file was a stale near-duplicate of .claude-plugin/plugin.json nothing else read or wrote, now deleted across all 6 plugins. check-manifests.sh is rewritten to validate .claude-plugin/plugin.json instead, and drops the pointer-field checks entirely (nothing to check -- those fields are correctly absent by design). Content-presence drift is now check-plugin-content-sync's job, a new pre-push hook wired in .pre-commit-config.yaml. docs/adr/0017 records the root cause and decision in full, including two rejected alternatives (patching plugin.json's path fields directly -- apm's compiler strips them on every run; pointing marketplace.json at apm pack's build/ output -- a version-suffixed non-source directory nothing can install from without an extra build step). ADR-0015 and CONTEXT.md are updated to point at it. Refs: #90

| gitea-releases | Use when managing Gitea releases and tags for a repository: listing, creating, or deleting releases (with draft/prerelease flags and release notes), and listing, creating, or deleting the underlying git tags. Use even if the user doesn't say "release" explicitly — "cut a v1.2.0", "publish a prerelease", "tag this commit", or "what's the latest release" all apply. Do not use for git branch or commit history operations (use gitea-branches) or for issue/PR management (use gitea-issues / gitea-prs). |

Gotchas
delete_releasetakes a numericid, never a tag name.delete_tagis the mirror opposite — it takes thetag_namestring, never a numeric id. These two tools are asymmetric on purpose; passing a tag name todelete_releaseor a numeric id todelete_tagfails. Always resolve the numeric release id vialist_releasesorget_releasefirst if you only have a tag name in hand.- Deleting a release does not delete its tag. They are separate destructive operations against separate resources — a release is a wrapper (title, notes, draft/prerelease flags, assets) around a tag, not the tag itself. If the intent is to remove both, call
delete_releaseanddelete_tagseparately. list_releases/list_tagsdefault toper_page: 20, unlike most other gitea-mcp tools which default to 30. The MCP layer does no auto-pagination — to get a complete result set, looppageupward until a page returns fewer thanper_pageresults.is_draft/is_pre_releaseare explicit booleans the caller sets oncreate_release— never inferred fromtag_name. Note the input param isis_draft, which maps to thedraftfield on the response object (see Dispatch table below andreferences/call-signatures.md) —draftis never a valid input key. Practitioner convention (per theteaCLI) uses-beta/-rcsuffixes for prereleases (e.g.v2.0.0-beta.1), but Gitea does not enforce or infer this from the tag string. If the user names a tag that looks like a prerelease, setis_pre_release: trueexplicitly rather than assuming the flag is redundant with the name.- Tag names are conventionally semver,
v-prefixed (v1.2.0,v2.0.0-beta.1), but this is a practitioner convention, not a Gitea constraint — don't reject or rewrite a caller-supplied tag name that doesn't follow it.

target (on create_release/create_tag) is a commitish — a branch name, existing tag, or commit SHA — the point the new tag is cut from. See references/call-signatures.md for response shapes.
Workflow
- Creating a release: Call
create_releasedirectly withtag_name+target+title— Gitea is assumed to create the underlying tag automatically iftag_namedoesn't already exist (this is plausible behavior inferred from the API shape, not directly confirmed in the research docs), so a separatecreate_tagcall is only needed when you want to tag a commit without wrapping it in a release yet. Verify the tag exists afterward if this matters to the caller. Setis_pre_release/is_draftexplicitly per the Gotchas above; don't leave them to default inference. - Deleting a release safely: Resolve the numeric id first — call
list_releases(paginate if needed, see Gotchas) orget_releaseif the id is already known, find the entry matching the targettag_name, then calldelete_releasewith thatid. Never passtag_nametodelete_release. - Deleting a tag along with its release: Delete the release first (frees the id lookup), then call
delete_tagwith thetag_nameseparately — confirm both are intended before proceeding, since each is an independent irreversible operation. - Listing every page: If the caller needs all releases or tags (not just the first page), loop
page: 1, 2, 3...until a response has fewer thanper_pageentries.
If exact response field shapes or additional conventions are needed, read references/call-signatures.md and references/conventions.md.
